I'm currently reading a book entitled "Train Your Mind, Change Your Brain". It promotes the idea that you can use your concious mind to change the neural activitiy of your brain. The way we perceive the world, our skills, and our emotional states can be entirely trained. The book specifically discusses their research on the meditation training that Buddhist monks endure, which yields happiness. The meditation must be done with the goal of compassion for everything in the world.
Perhaps true happiness (compassion) is always available, but it's a specific frequency into which all of us must tune. All other forms of happiness are false because it leaves us wanting. Give that a try. Start to be compassionate towards people who cause you pain in life and see how that shifts your attitude about the world.
